Raffles, Draws and Random Combinations

Header Tax and Custom Information

Raffles, draws and random combinations constitute a gambling modality which is provided for in Articles 3.2f and 15.3 of Law 6/2001 on gambling, of 3 July, of the Autonomous Region of Madrid.

The exercising of these types of activities requires the prior administrative authorisation of the General Department for Gambling Standards and Management, as is laid down in the aforementioned Law 6/2001 on gambling, of 3 July, of the Autonomous Region of Madrid and implementation orders.  Any failure by gambling organisers or operators to comply with this provision constitutes an extremely serious administrative infringement which may be penalised with a fine of 9,000 to 600,000 euros in conformance with the provisions of the abovementioned law. Formalities must be carried out in Madrid, Plaza de Chamberí, 8 28010.
A copy of the authorisation issued by the Autonomous Region of Madrid must be submitted to the Fair Management for its information.

Furthermore, we would like to remind you that the promoters of an authorised random combination must pay the corresponding gambling tax at a rate of 13% on the amount of the prizes at the General Taxation Department of the Autonomous Region of Madrid, and that, depending on their amount, prizes from participation in games, raffles or random combinations may be liable to personal income tax withholdings. Organisers are responsible for making the abovementioned withholdings under valid legal terms.
